I don't remember mouse acting quite that way in d1? it always felt pretty even on both x and y, is there any way to test this?

It might sound like nitpicking, but fine tuning a product is what takes it to another level.

The reduced Y-axis maximum turning speed was in fact original behavior, from what I'm told.

Even I can say the mouse, and the ship moved differently. it's a fact, a problem to some(if anybody does, I do as well.)a problem to be solved.

I'm old and forgetful... Admittedly.... But i recollect them being different also. Faster left n right.... Slower up n down

It's not just mouse. Try keyboard. Time how long it takes to make a full turn in each direction. It's about twice as fast horizontal as vertical. Try making a diagonal turn by pressing both "up" and "left" and you'll see you turn more left than up, even in the first split-second (before you reach the max velocity). This is also true in Descentr (via dosbox).
The ship acceleration isn't actually part of the code that we have. The different values are in the hog/pig files, which are unchanged.
If you had the perception in the past that X and Y were the same, that may have had to do with (1) your screen size or aspect ratio, or (2) reducing sensitivity on the X axis to get an "even" feel.

Hmm that's possible, I never had separate sensitivities for x and y, it may have been the screen size since I used to play d1x on a low resolution, I wonder why it feels different though? Not to mention the fact the ship used to feel like it held some momentum after moving in on direction, once you let go the ship would continue to move slightly for a split second before resting. Then again, I imagine trying to play descentr on a newer comp with dosbox wouldn't replicate the original behavior.
