Rules Update: promotion challenge single-match points cap

At this point we've seen a few promotion (and demotion) challenges in live testing. The idea behind these challenges is to give a pilot a chance to prove their capabilities against a cross-section of a whole tier of the ladder, to prove to themselves and the rest of us that they belong. Unfortunately, it's possible for a single large score to dominate the results of the other four matches -- to prove your worth with results of +1, +2, +4, and +2 but then have that all wiped out by a single bad match of -10, or to be well short with -3, -1, -2, and -3 again and then for a single +12 to be the deciding factor.
Since the point of the challenges is to see how you stack up against the tier as a whole and not just in one outlying game, we've instituted a per-match limit. Any single match can only provide a total of 7 points either way. A large upset still matters, but not as much as before.
