I think this entire thing boils down to that there is a disconnect between what people perceive "core" to be and what it's actually supposed to be.
Core is not "these are the levels we play". It shouldn't define your DCL experience. As such it doesn't matter if it's stagnant, because it's not forcing you to stagnate with it.
If people are stuck playing the same levels day in, day out - changing up what's in the core will not affect that. If, for the sake of argument, you put My Back Yard into core, you might see a small bump in the number of times it's played, but you won't see it suddenly take off because people will only play it when they're forced to play it, and there is a pretty small percentage of DCL matches where you are in fact given a level and you have to play it.
If things are stagnating, it's because people are picking the same levels over and over again on their own initiative. It might be worth addressing that, but it's not that easy to fix. Well, maybe. I wouldn't be surprised if a lot of it is a simple matter of "I can only pull the names of maybe 20-25 different levels tops out of my mental hat" which is totally understandable, because it's kind of like listing the names of every celebrity you know of - you'll probably not know where to start and start drawing blanks pretty fast, or forgetting which was which...
Is this something that maybe a website tool would help with? (I'm not sure it's a DCL-specific problem though; the Rangers run into this too.) Some list of levels, you can tag the ones you like, or maybe even better tag it with the style of play and how many stars you'd give it, then when you're setting up to play a match, you ask it to "Suggest something!" and it looks up your preferences and gives you the name of a level you like but haven't played recently?
