I think the main part of the blame regarding controls comes from an input library switch - the one used by D1x only worked properly in DOS. The one used now, I guess, reads input in a subtly different way. The turning speed cap may be the same, but how you get to that point could well feel different.
I definitely remember there being a marked difference back when I was actually switching between D2X 0.2.7, D2X-XL, and D2X-Rebirth back in the days when there was no clear frontrunner (probably 2005-2010 or so - kind of the "dark ages of Descent" when very few people playing today were still active). Early on, I kind of despised Rebirth's mouse handling because it was so slow - XL worked for me, Rebirth was kind of annoying and made me switch back to my joystick. It's improved since, but when I've tried out XL in more recent times I can still feel an obvious difference - but the sheer amount of time played in Rebirth/Retro has made me get more used to that than I was anything before it.
I'm not sure it's feasible, personnel-wise, to bring back the really old era of D1, though. You'd probably need to redo the port from DOS descentr 1.5 again (or at least D1X) in order to make sure you didn't have any of the subsequent mistakes or not-quite-what-we-want optimizations from the Rebirth era in there. I don't think anyone actually wants to do that job badly enough to do it though.

They did get delayed 6 months, so Descent has some more time.
