That level really shouldn't have the fusion anyway, so it's for the best.

The text hints that I hid a fusion cannon in that level somewhere. I don't recall how I hid it. What is the bug?

The fusion cannon spawns in the cube with the reactor, and was moved from the centre of the cube towards the side that has the texture-only wall. The intent was that you would have to bump against the side, in the face of reactor fire, to clip through the wall and pick up the fusion. For some reason this clipping-through-side-to-get-Fusion doesn't work in Retro, so it was only by accident that I even discovered it existed in the level.

So in Original Descent it works as intended, but in DXX it's wonky?

Well I did do alot of weird things in Descent that was a first for any level designer, negative shield triggers that increase shields, door puzzles, bouncy walls... amazing geometrical levels, etc.
